团队在讨论决策时，容易被声音最大的人主导，或陷入冗长的发散式辩论中，难以快速且智慧地达成共识。
核心内容
Note-and-Vote 是一种将静默思考与民主投票结合的快速决策技巧，用于替代传统的开放式头脑风暴讨论。
操作步骤：
- 静默书写（5 mins）：针对待决策的问题，给每个人5分钟时间独立思考，在安静中将答案分别写在不同的便利贴上。
- 静默投票：所有人将便利贴贴出后，在静默状态下回顾所有答案，使用圆点贴纸为自己认为最好的答案投票。
- 决策者拍板：投票结果仅作参考。决策者发起简短的辩论，然后由决策者做出最终决定（决定可以无视票数多少）。
适用边界
适用于需要团队快速收敛并做出决定的各种场景，但前提是团队中必须有一位明确的、拥有最终拍板权的人。
